Curia's Approach To Regulatory Compliance In Japan

Japan is not a market you can approach with a one-size-fits-all regulatory strategy. The Pharmaceuticals and Medical Devices Agency (PMDA) and the Ministry of Health, Labour and Welfare (MHLW) maintain some of the most exacting standards in the world, and if you're an active pharmaceutical ingredient (API) manufacturer thinking about entry, the complexity is real.
The core of the framework is the Japanese Drug Master File (J-DMF) system. Unlike some markets, Japan requires manufacturers to file detailed manufacturing process data, impurity profiles, stability data, and process validation directly with PMDA, where it undergoes genuine scientific scrutiny, often across multiple rounds of technical questions. You'll also need Foreign Manufacturer Accreditation (FMA) from MHLW, which confirms your facility meets Japanese GMP expectations aligned with PIC/S and ICH guidelines.
What's often underestimated is how much PMDA values inspection history. Strong records with FDA, EMA, or ANVISA carry real weight and can meaningfully ease the accreditation process. A local Japanese representative is mandatory, not optional.
Curia brings more than 20 Japanese Master Files to this work, with CMC, GMP compliance, and lifecycle management expertise built across decades of global regulatory experience. Contact Curia to map out your Japan market entry strategy.
